Our Mission Statement:

The Resources Directorate consists of the Finance, Corporate Property, Internal Audit, Customer Care, Information Technology and Personnel functions. The common theme is that all these functions are responsible for the allocation of resources within the Authority. The Directorate also has a significant role in relation to Corporate Governance both in terms of statutory Chief Finance Officer (Section 151) role held by the Director and also the monitoring providing by Internal Audit. There are approximately 200 employees within the Directorate working from a number of locations throughout the County.

Finance
The responsibility of this department is to ensure the proper administration of the authority’s finance.
Management Accountancy
While many day to day financial functions are done by directorates, the Management Accountancy department keeps a strategic overview of the authority’s finances.
It is also responsible for the production of the annual budget and final accounts
for both revenue and capital.
Exchequer Services and Financial Accounting
The Exchequer function has responsibility for making all payments and receiving all
income on behalf of the council and is organised into three sections; Payroll, Creditors Payments and Cashiers.
Financial Accounting covers the Ledger, Technical and
Revenues Support Services sections. The Ledger is the Council's main accounting
system. Technical includes Insurances, Leasing, Treasury Management, VAT and
Bank Reconciliation. Revenues Support Services provide IT systems support,
operations and reconciliation to the Revenues sections and Housing rents.
Local Taxation
Have responsibility for collecting Council Tax, National Non Domestic Rates and Debtor
income in line with the Council's debt collection policy.
Benefits
The housing benefit and council tax benefit schemes are also administered
for customers across the authority.
Internal Audit
This service provides a proactive service to management designed to add value to
and improve the Council’s operations through extensive involvement in Business
Risk Management, the Best Value process and Performance Management.
It also ensures that the Council’s assets are secure and its operations are
administered and managed within the law, and according to the approved systems
and management
Information & Communications Technology
The term Information and Communications Technologies (ICT) is a loose phrase
which covers many ways of collecting, storing, processing, retrieving and
communicating information. ICT will influence and advise on the cultural and
organisational changes that need to be made in individual departments, in order to
maximise the benefits of ICT investments. This service is also responsible for
ensuring that the correct computer and telephone equipment is in place for
departments throughout the authority to be able to do their work efficiently.
Central Personnel
This department is responsible for delivering a personnel service to the Chief
Executive’s Department, Contract Services and the Resources Directorate.
In addition, it deals with corporate personnel, learning and development matters,
including strategy and policy. The department includes Occupational Health,
a confidential medical service and a Health and Safety unit which makes sure that
the authority, provides for the health, safety and physical welfare of its employees.
Customer Care
Denbighshire County Council is committed to ensuring that our services, facilities and
resources are accessible and responsive to each individual and all communities.
Customer Care is responsible for the continued improvement of communication channels between
the Council and its customers - whether it is face to face, over the telephone and via the website.
Customer Care comprises the Customer Service Centre, our Cash Offices and website team.
