Emergency Response Planning

The council has emergency plans determined by government legislation and the Community Risk register to help it respond quickly and efficiently to large emergency incidents


The Civil Contingencies Act 2004  http://www.ukresilience.info/preparedness/ccact.aspx (and associated regulations and guidance) impose a series of duties on local authorities to ensure effective contingency planning takes place. In the event of an emergency occuring, the local authority must be able to respond to support people and property and maintain its services.


Responsibilities include:

  • Maintaining a state of preparedness so that the Council can provide an appropriate response, both during and after, in the event of an emergency; 
  • Providing warnings and information to the public;  
  • Continuing to provide critical services to the public in the event of an emergency occurring; and  
  • Working with emergency services, neighbouring local authorities and other agencies through the Local Resilience Forum (LRF) to increase resilience.
     

The Local Resilience Forum formulates policy and is also responsible for the production of a Community Risk Register based on the major hazards in the North Wales Area. The size and type of hazard then determines the Emergency plan produced by Flintshire. Emergency plans are produced in consultation with the members of the LRF and reviewed annually. Plans are also exercised through either table top or live scenarios.


The Civil Contingencies Manager Don Norris and the team of Emergency planners are members of the Local Resilience Forum, task group, as are the organisations listed below
