Social Services Charges

This information deals with services that adults receive in their own homes and in the community, such as home care, day care, project work and the work opportunities service. Charges for Residential Care and Nursing Home services and for the Community Living Service are dealt with separately.


Why charges are made for services
Denbighshire County Council is committed to providing a high standard of service. Demands increase yearly and Government funding has not kept pace with these increases. We do not want to cut vital services and the only way to maintain standards is to make a charge for some of the services we arrange.
We want to ensure that charges are affordable and fair so an individual assessment is made of what each person is able to pay.


If you have more than £22,000 in savings
You will be expected to meet the full cost of your service. You may choose to arrange this yourselves and we will help you to do this if you wish. You may prefer us to arrange the service for you. You will need to discuss these issues with your Social Worker, Home Care Organiser or Team Leader. They will advise you of the costs of the service you receive and help you to make your decision.


If you have less than £22,000 in savings
You may still have to pay a contribution towards the cost of the services you receive. You are entitled to a financial assessment, as the amount you pay is individually calculated for each person based on their savings and income. You will only be charged for the services you receive.


If you are in receipt of an Independent Living Fund (ILF) Award, you will be exempt from the above charges if you are contributing towards your ILF package at the appropriate rate.


If you and your partner receive services
If you, and your partner, both receive services we will collect financial information for each of you separately.  We will use this information to financially assess you as individuals and as a couple.  We will base any charge on whichever assessment is most financially beneficial to you as a couple, unless you specify how you wish to be assessed
 
If you have joint accounts
Money held in joint accounts is counted.

How much you will pay
Your Social Worker, Home Care Organiser or Team Leader will be happy to provide an estimate of the costs for you. Or you could telephone your local office and speak to a Financial Assessment Officer who would also be able to give advice.


The next step
All people assessed for services which may involve a charge or are affected by changes to the Charging Policy will be offered a benefits check from the Welfare Rights Team.


What to do if you disagree with your assessment or cannot pay your charges:
In the first instance you should speak to the person who has arranged for your services. Or, speak to the Financial Assessment Officer who is based at your local office.
If you have already done this, or you feel that you cannot talk to anyone at the local office, please contact the Communications/Complaints Officer at Social Services Headquarters in Prestatyn.
