Temporary Road Closures


In accordance with the Local Government Act 1972, Section 180 and the Town Police Clauses Act 1847: Section 21, Denbighshire County Council may make orders for roads to be temporarily closed to vehicular traffic, at times of public processions, acts of worship, specialist street markets or any other cases where the streets are likely to be thronged or liable to be obstructed.


There are two types of road closure. The first involves a static event where the physical closure of the road is necessary for some considerable time and requiring the signing of diversionary routes. The second allows a moving procession to pass over a number of roads during the time the closure is in force, but it is only necessary to interrupt the flow of traffic for short periods while the procession crosses a particular part of the route.


Both types of closure require the placement of temporary route diversion signs on the day of the event, located well ahead of the closure to warn traffic, and advance warning signs of the road closure should be erected in accordance with the requirements of the Council who must be contacted in advance of the closure to ensure adequate signing and/or diversions are agreed. Approved signing must be provided to ensure the road closure order applies.


All applications for Temporary Road Closures (or any other road traffic order such as temporary suspension or implementing or temporary speed restrictions) must be submitted in writing at least 6 weeks in advance, to

If the road closure is required due to an emergency such as emergency repairs that are being carried out by a Utility Company (such as British Telecom, Transco, Electricity or Water companies or NTL) then you must contact us immediately.


There is a basic fee for this to cover the costs involved in publicizing the closure, notifying the emergency services and other significant road users such as bus operators, together with all signing and coning deemed necessary by the Police and/or Highway Authority are rechargeable.
Public liability insurance of £5 million is required by the County Council in order to indemnify them against any claim, to whom proof of third party indemnity insurance cover for the event should also be sent.
