Fraud & Corruption

What is Fraud & Corruption?

Fraud is when someone (inside or outside the Council) changes financial statements or other records on purpose in order to hide assets stolen for gain.
Corruption is when someone offers, gives, solicits or accepts a bribe or reward to influence the action of a person.

What role do Internal Audit play in this?

We play an important role in the detection of fraud and corruption. We do this through our operational plans which includes reviews of system controls (such as financial controls) and specific fraud and corruption tests, spot checks and unannounced visits.

What should I do if I suspect fraud or corruption?

Do

Don't

  • Make an immediate note of your concerns, the details of any conversations you have heard, or documents you have seen. Note the date, time, and names of people involved too
  • Ignore the concerns, or be afraid of raising them. You will not suffer recrimination from your employer as a result of voicing a reasonably held suspicion
  • Pass any documents that come into your possession immediately to us
  • Approach individuals yourself or convey your suspicions to other staff, except those authorised to deal with the matter
  • Act quickly. Delays may result in further financial loss or the loss of evidence
  • Try to investigate the matter yourself

Who should I contact with my concerns?

  • You can direct your concerns to us by phoning the Head of Internal Audit on 01824 706206 or emailing us. Please note: if your concern is about Housing or Council Tax Benefits please phone their fraud team on 01824 706345 or 01824 706344 or email benefits@denbighshire.gov.uk.
  • Or you can contact Public Concern at Work. This is a charitable organisation which offers free help and advice.

How can I find out more?

The Corporate Policy for the Prevention and Detection of Fraud & Corruption has more information and this is available for you to download at the bottom of this page.
